Where do Democrats go from here?
A growing number of senior Democrats backed Kamala Harris’s bid to become the new Democratic nominee, including Bill and Hillary Clinton, after Joe Biden quit the race on Sunday and endorsed her nomination. Two of the most likely alternatives to Ms Harris, Gretchen Whitmer and Gavin Newsom, appear to have ruled themselves out of the race. Mr Newson, the governor of California, said that “no one is better to prosecute the case against Donald Trump’s dark vision” than Ms Harris. Mr Biden’s announcement followed weeks of pressure from senior Democrats for him to cede his party’s nomination to a younger candidate.
President Joe Biden called off his re-election campaign on July 21st, capping a packed week in American politics. As Republicans cheered Donald Trump—who had just days earlier survived an assassination attempt—at their convention in Milwaukee, Mr Biden retreated from public events, having tested positive for coronavirus. The calls from Democratic lawmakers urging the 81-year-old president to abandon his bid only grew louder.
But the path ahead is hardly straightforward. Mr Biden quickly endorsed Kamala Harris, his vice-president. Powerful Democrats, including Bill and Hillary Clinton, backed her, too—but Barack Obama, at the time of writing, had not. Instead, he and others like Nancy Pelosi, the former speaker of the House, appear to support a hurried contest in the next few weeks, rather than a coronation of Ms Harris at the party’s convention next month in Chicago. But many of the other high-calibre Democrats on the wish-lists of politicos may opt out of challenging the sitting vice-president and lobby instead to be her running-mate.
China’s central bank’s surprise cut
China increased support for the economy with surprise interest-rate cuts, seeking to prop up growth after a lack of short-term stimulus from a major Communist Party meeting disappointed investors. The People’s Bank of China on Monday cut the seven-day reverse repo rate, a key short-term policy rate, in the first reduction in almost a year. Chinese banks followed the move about an hour later by lowering their main benchmark lending rates, making it less costly to borrow for mortgages and other loans.
While modest, the concerted moves underlined authorities’ urgency to bolster an economy growing at the slowest pace in more than a year. They come just a day after the party published a sweeping document upholding President Xi Jinping’s plan to put technology at the center of China’s economic future while tolerating slower growth in the near term. The twice-a-decade Third Plenum last week confirmed Beijing’s desire to refrain from massive stimulus as it seeks to re-engineer growth drivers away from debt-fueled sectors like property. Xi unveiled plans to aid indebted local governments, but officials showed little urgency they would boost demand or arrest a property slump weighing on the world’s No. 2 economy.
Pakistan reaches IMF staff-level agreement on a new Extended Funded Facility (EFF) program
The Government and IMF struck a staff-level deal on a 37-month USD 7 bn EFF in an aim to cement macroeconomic stability. The program will entail fiscal and monetary reform as well as improvements to SOE management. Financing assurance from bilateral partners is required for board approval.
The fresh multilateral funding, once approved by the Board, is constructive and provides Pakistan with an additional policy anchor and balance of payments backstop. The swift negotiations with the Fund reflect the recent success under the Stand-By Arrangement (SBA) completed in April as well as Finance Minister Aurangzeb’s acumen. The market will await clarity on financing assurance and board approval. Thereafter, execution will be key in the context of latent social and political risks despite recent stability in the aftermath of the election earlier this year as well as Pakistan’s on-and-off-again track record with respect to IMF programs.
“Trump trade” sees investors snap up junk debt and industrials
The credit world’s version of the “Trump trade” is beginning to take shape: Buy American high-yield bonds and steer clear of anything inflation-sensitive. Corporate bond investors around the world have already started positioning to benefit from a potential Donald Trump election victory after an assassination attempt and the Republican National Convention boosted his position in polls. Spreads on US high-yield bonds strengthened compared with their euro counterparts in the past week and junk funds globally saw a surge in inflows.
In a late June interview with Bloomberg Businessweek, Trump said he wants to bring the corporate tax rate down to as low as 15%. That lower expense could improve the creditworthiness of weaker firms. US companies could also benefit from protectionist policies that will see high tariffs slapped on imports if the Republican nominee is victorious. US junk is attractive to money managers because, when financials are excluded, more than half of top junk-rated borrowers only have domestic revenues, according to a Bloomberg News analysis.
