Saudi Arabia: The grand prize for Israel

Saudi Arabia: The grand prize for Israel
The Saudi leadership before the war was nearing a deal to normalise relations with Israel. Now Saudi Arabia’s leaders worry about the threat posed by a prolonged conflict in Gaza to its chances of restarting that process, as well as to its ambitious plans for economic and social reform and the cohesion of the kingdom. Saudi officials have repeatedly called for a halt to the war and led Arab nations in accusing Israel of committing war crimes in Gaza. They fear that the brutal images emerging from the shattered territory will radicalise their young population.
“Any institutional dialogue on human rights cannot be taken seriously if it ignores the tragic situation in Palestine,” foreign minister Prince Faisal bin Farhan told a meeting in February of the Human Rights Council held at the UN headquarters in Geneva. “What rights are we talking about while Gaza is under the ashes? How can the international community remain silent while the people of Gaza are displaced and suffering from the ugliest forms of human rights violations?” Yet even as public anger ripples across the kingdom, the US is pushing the potential of Saudi Arabia normalising diplomatic relations with Israel as the main incentive to nudge the Jewish state towards a broader settlement to end its protracted conflict with the Palestinians.
Saudi Arabia has long been considered the grand prize for Israel. And as the Arab world’s biggest economy and home to Islam’s two holiest sites, a decision by the kingdom to normalise relations with the Jewish state would have far-reaching effects. In the months before Hamas’s devastating October 7 attack that triggered the war, Saudi Arabia was edging towards a deal that would have traded a new US defence treaty and a deal with Washington to transfer nuclear technology in return for a normalisation agreement. US secretary of state Antony Blinken had been due to travel to Riyadh in October to hammer out the Palestinian element to an accord, but those plans were upended when Hamas launched its assault. “We already had an outline” of a deal from the Palestinian Authority, said a person briefed on the talks.
The Saudis have not taken normalisation off the table, but talks are unthinkable while the fighting rages, and Riyadh has made “irreversible steps” towards Palestinian statehood a precondition for any deal. They have also cautioned the US against overselling the prospect of an agreement, underlining the sensitivity of the issue for Riyadh amid the Gaza war.
Goldman says key Istanbul vote to have positive impact on Lira
The high-stakes municipal vote in Istanbul on Sunday will have a positive impact on the Turkish lira, amid increased pressure on the currency because of revived demand for hard currency this month. The race in Istanbul, the nation’s most affluent city, is watched closely by markets and investors because it’s symbolic of a broader political battle between the opposition and President Recep Tayyip Erdogan.
Turkish locals have flocked to hard currency this month on concerns that the lira could face a sharp depreciation after the vote, causing a drain in the central bank’s FX war chest. A worse-than expected inflation print last month also contributed to pressure on the currency, which has lost 9% of its value against the dollar so far this year. While Turkey is prone to policy swings, Goldman analysts don’t think the election outcome will cause a shift in the current monetary and fiscal policies. They expect pressure on reserves and the lira to subside after the vote and see the central bank maintaining tight policy. The Turkish central bank’s unexpected 500bps rate hike that lifted the benchmark to 50% last week “sends a strong signal that such a devaluation is unlikely,” said the Wall Street bank.
Federal Reserve chair Powell expects US inflation to keep cooling in coming months
Federal Reserve chair Jay Powell has said he still expects inflation to fall towards the US central bank’s 2% goal, as new data highlighted the bumpy road ahead for officials as they debate when to begin cutting rates. US inflation hit 2.5% in February, according to the headline personal consumption expenditures metric that the Fed uses for its target, meeting expectations but rising slightly from 2.4% in the year to January. Powell said Friday’s Bureau of Economic Analysis report, combined with other recent data, showed that the path towards the 2% target was “sometimes bumpy”.
“Is progress on inflation going to slow for more than two months?” Powell said in San Francisco. “Our position is we don’t know. We’ll tell you what we’ll do if inflation does come down. That’s the base case, that’s what we expect.” The Fed’s latest projections showed officials still expected to cut rates by 0.75 of a point this year, down from their 23-year high of 5.25-5.5%. The latest inflation numbers come amid signs of persistent strength in the US economy, despite the Fed’s aggressive push to quell inflation with 525 basis points’ worth of rate increases in 2022 and 2023. Powell said this US “exceptionalism” in the face of weaker global growth meant the central bank could afford to take its time. “We can and will be careful about this decision [on when to cut rates], because we can be,” he said.
However, the pace of those cuts could yet be scuppered by a new bout of inflation. Petrol costs have risen quickly again in recent months, another reminder of price pressures that will also complicate the Biden administration’s efforts to tout its economic record ahead of the November presidential vote. The dollar index, which typically moves in line with interest rate expectations, dipped in the minutes after the publication of the new inflation readings. US stock markets were closed on Good Friday. Stocks have rallied strongly this year, with the blue-chip S&P 500 enjoying its best start to a year since 2019, having risen 10.2% in the first quarter of 2024.
China factory activity expands for first time in six months
China’s manufacturing activity expanded in March for the first time since September, a further sign that the world’s second-largest economy is stabilizing. The official manufacturing purchasing managers index rose to 50.8 from 49.1 in February, the National Bureau of Statistics said in a statement Sunday. That beat the median forecast of 50.1 by economists in a Bloomberg survey and was the best reading since March last year.
The PMI figures are the first official data available each month to provide a snapshot of the health of the Chinese economy. The readings suggest that the country’s growth recovery has maintained traction after a solid start to the year. They may give policymakers more time to assess the impact of previous stimulus measures before taking further easing action.
China has set a target to increase gross domestic product by about 5% this year, which many economists regard as elusive, given the protracted slump in the property sector and persistent deflationary pressures. The authorities have released more long-term liquidity into the banking system this year to spur lending, with central bank officials hinting at a potential further cut to the amount of cash banks have to keep in reserve.
