MACRO
- Kuwait introduces higher fees for hotels, cinemas, media businesses.
The Ministry of Information introduced new fees for a wide range of media, tourism, entertainment and advertising activities. For the hospitality sector, the fee for issuing a hotel apartment licence has doubled to KWD1,500, with renewal fees having been restructured into three categories, with charges between KWD400-600 based on the category. Resort operators saw their licence issuance fee jumping 2.5x to KWD1,900. Cinema operators saw their issuance and distribution fees rising 50% to KWD4,500, while renewal fees have risen 56% to KWD1,250. (Times of Kuwait)
- Saudi annual inflation holds at 1.8% in August for a fourth consecutive month.
The consumer price index has hovered between 1.7% and 1.8% for much of the year, with housing, water, electricity, gas and other fuels the main driver, rising 3.9% year on year and slowing from a 4.2% increase in July, according to GASTAT data released Tuesday. The CPI edged up 0.1% on the month. The stability is notable against the backdrop: the East-West pipeline shut on 10 September after intensified Houthi and Iraqi militia attacks on energy infrastructure, and the conflict has so far shown up in output and export data rather than in consumer prices, which administered fuel and utility pricing has largely insulated. (Reuters)
- CBO forecasts a fiscal surplus and declining public debt in Oman.
The central bank expects the fiscal balance to swing from a deficit of 1.1% of GDP in 2025 to a surplus of 2.5% in 2026, narrowing to 0.6% in 2027 as oil prices moderate, based on an assumed average of USD 81 a barrel this year and USD 70-73 over 2027-2030. Government debt is projected to fall from 34.6% of GDP in 2025 to 32% this year and 27.8% by 2030, supported by surpluses and liability management operations. The current account is forecast to move from a deficit of 1.2% of GDP to a surplus of around 4% in 2026 before narrowing to 1% in 2027, driven by higher prices and hydrocarbon output, with production rising from 1.05 mn barrels a day in 2026 to 1.20 mn by 2030. The oil price assumption is the pressure point: at USD 81 it is well below current levels, so the surplus forecast is conservative if the disruption persists and exposed if the conflict resolves faster than expected. (CBO via Muscat Daily)
- Bahrain Chamber chairman says the economy has proven resilient amid regional and global changes.
Nabeel Khalid Kanoo attributed the resilience to an open economy, a robust legislative environment, modern infrastructure and qualified national talent, telling Akhbar Al Khaleej that the next phase requires continued investment in productivity, innovation and national competencies. He said recent regional developments showed the importance of strengthening supply-chain preparedness by diversifying import sources and shipping routes, expanding local production and deepening GCC cooperation, and moving from reacting to crises to preparing for them in advance. He identified three private sector priorities: raising productivity, strengthening export capacity and investing in national competencies. The chamber has restructured its sectoral committees, drawing 644 applicants against the previous term, an 84% increase, and added committees for traditional markets and the pearl, gold and jewellery sector alongside a new SME department. (Gulf Daily News)
M&As
- Baldwin Group signs a definitive merger agreement to be taken private at USD 7.7 bn.
The US insurance brokerage entered the agreement on 14 September with Sequence Holdings and Michael Dell's DFO Management, converting the weekend reports into a signed deal at USD 32.50 a share. Baldwin posted second-quarter revenue up 30% year on year to USD 492.9 mn. Sequence acquires established service-economy businesses and rebuilds their operations on in-house software, which frames the thesis as operational modernisation rather than brokerage consolidation. (InsideArbitrage)
- Mapfre moves to acquire Safety Insurance Group for around USD 1.5 bn.
The Spanish insurer announced its intention to buy the US company, deepening its exposure to the American property and casualty market. The deal sits within a wider pattern of insurance consolidation running through this cycle, where underwriters are buying distribution and regional books to offset margin pressure rather than growing organically. (MLex)
- Apex Industrial Services acquires a majority stake in Advanced Technical Solutions.
The transaction expands Apex's pipeline integrity and robotics capabilities. The timing is what gives it weight: pipeline inspection and robotic maintenance demand across the Gulf has risen sharply as operators reassess the condition and resilience of export infrastructure, making integrity services one of the few oilfield sub-sectors growing through the disruption. (Zawya)
- Emirates NBD's acquisition of HSBC's Egypt retail business is set to boost deposits and loans.
The Dubai lender's purchase of the retail portfolio strengthens its deposit base and loan book in Egypt. Buying an established retail book rather than building one is the faster route into a market where branch networks and customer acquisition costs are the main barrier, and it deepens Gulf bank ownership of Egyptian retail banking at a point when the sector is absorbing high rates and tightening credit oversight. (Zawya)
INVESTMENTS
- Shorooq and Emirates Growth Fund take a growth stake in FMSi.
The regional multi-strategy firm and the UAE's AED 1 bn growth equity platform announced a strategic investment in Fleet Management Systems International, in their first partnership. Shorooq originated, structured and led the deal through its private equity strategy alongside a syndicate of co-investors, with both taking active governance roles beside the founder and management team. Founded in 2003, FMSi serves over 1,000 enterprise customers across energy, construction, logistics, transportation and consumer sectors from offices in the UAE, Oman and Saudi Arabia, with a platform spanning in-vehicle monitoring, AI video telematics, fatigue and distraction detection, fuel control and journey management. The thesis rests on a regulatory shift: fleet telematics is moving from an operational tool to mandatory compliance infrastructure, which favours locally-embedded providers holding in-country certifications and squeezes out lighter-touch competitors. (The New Arab)
- Tarabut secures USD 50 mn in strategic financing to deepen its Saudi focus.
The open banking infrastructure provider raised the facility as it concentrates resources on the Saudi market. The geography is the story: Saudi Arabia's open banking framework has moved faster from regulation to live deployment than its regional peers, and infrastructure providers are reallocating capital toward the market where the mandate already exists rather than where it is still being drafted. (The New Arab)
- An Iraqi firm wins a 25-year oilfield development deal.
The contract is intended to raise oil and gas output, part of Baghdad's push to lift production capacity to three million barrels a day against the disruption at Hormuz. Awarding a quarter-century development term to a domestic operator rather than an international major reflects where Iraqi policy has landed: capacity expansion is being routed through local contractors, which changes the addressable market for regional service and engineering firms. (The New Arab)
- Salam and Dell Technologies partner to expand cloud infrastructure and edge AI across Saudi Arabia.
The Saudi operator and the US technology group will work together to build out cloud capacity and edge AI deployment in the kingdom. Edge is the operative word: it places compute close to where data is generated rather than in centralised hyperscale facilities, which suits industrial and energy use cases and sits within data-residency requirements that have been constraining cloud adoption across regulated Saudi sectors. (The New Arab)
GEOPOLITICAL
- Houthis seize the Greater and Lesser Hanish islands in the southern Red Sea.
The group announced it had taken the two island groups, adding to positions it already holds along Bab al-Mandeb after capturing Mokha, and said Saudi jets had flown 129 air raids over the previous 48 hours in an attempt to halt the advance. Island control is materially different from coastal control: it extends the group's reach over the shipping lane itself rather than the approaches, and gives it the ability to threaten transits from both sides of the strait. (The New Arab)
- CENTCOM disputes the IRGC account of the El Gaia tanker strike.
US Central Command rejected the Revolutionary Guard's claim that the Panama-flagged tanker struck a naval mine in the Strait of Hormuz, saying the vessel was hit by an Iranian missile last month and struck again by a drone over the weekend while sitting in waters off the Omani coast. Thirteen crew were rescued with one missing. The dispute is not cosmetic: mine damage and a targeted drone strike carry different insurance treatments and different implications for whether the waterway can be transited at all under escort. (The New Arab)
- Coalition says at least 13 civilians were injured in Houthi attacks on three Saudi cities.
The Saudi-led coalition reported the casualties from strikes on Khamis Mushait, Abha and Taif on Monday. Taif is the notable addition: it sits considerably further north than the southern border cities that have absorbed most of the strikes, and marks an extension of the group's reach deeper into the kingdom. (The New Arab)
- Oman postpones the Salalah ministerial after Saudi objections and a Bahraini refusal to attend.
Muscat shelved the planned meeting between the six GCC states and Iran on the eve of the session without setting a new date, after Saudi Arabia objected to proposed amendments to the Iran-Oman corridor arrangement and Bahrain declined to participate. Brent rose around 2% to USD 106.69 in early Monday trade as weekend transit data showed Hormuz crossings in single digits. The collapse matters more than a routine delay: it shows the Gulf states are not aligned on the terms of any transit arrangement, which pushes a negotiated reopening further out. (GlobalSecurity.org)
