LOCAL NEWS

“Good morning, people of Saudi Arabia! Welcome to Zilla Capital’s Kingdom Pulse.

  1. Saudi Arabia logs fewest IPOs in first eight months of 2026. Argaam tracking showed TASI and Nomu recorded just three IPOs worth around SAR 522.5 mn in the first eight months of 2026, against 29 IPOs worth SAR 13.27 bn in the same period of 2025 — a near-90% drop in number and 96% in value. TASI accounted for two listings worth SAR 455.9 mn versus nine worth SAR 12.41 bn a year earlier, while Nomu recorded one at SAR 66.7 mn against 20. Aftermarket performance helps explain the freeze: of 37 companies that listed during 2025, only seven were trading above issue price by end-August, with Entaj down 54% despite 208x institutional coverage and Al Majdiah down 53% on 107x. Several issuers have since pulled or postponed — Mutlaq Al-Ghowairi cancelled, Al Diyar Al Arabia postponed, and CMA windows lapsed for Alandalus Educational, Al Romansiah and three Nomu candidates. CMA had reportedly approached local and international banks to review pricing mechanisms and allocation practices. Ten Main Market and 23 Nomu applications remained outstanding at end-Q1. The pipeline hasn't disappeared, it has repriced — and the advisory work has shifted from execution to valuation defence and timing. (Argaam)
  2. HUMAIN eyes USD 2.5 bn fund to build data centres with MIS. HUMAIN is targeting a USD 2.5 bn fund to build data centres in partnership with Arabian Information Technology Company (MIS). The vehicle would sit alongside a run of domestic digital infrastructure commitments and gives MIS a capital partner rather than a contract — a structural upgrade to its earnings profile. (Argaam)
  3. Saudi Arabia approves municipal requirements for commercial data centres. Saudi Arabia approved municipal requirements governing commercial data centres, setting the planning and licensing framework for a build-out that now spans HUMAIN, Center3, Axelerated Solutions and others. Clear municipal rules are what allow project finance to be structured against these assets rather than treated as bespoke risk. (Argaam)
  4. GIB Capital launches bookbuild for ACDIMA's SPIMACO stake. GIB Capital launched a bookbuilding process for ACDIMA's stake in Saudi Pharmaceutical Industries and Medical Appliances Corporation (SPIMACO). Accelerated bookbuilds are the route sellers take when the IPO window is closed but liquidity still exists — worth watching as a template while the primary market stays frozen. (Argaam)
  1. Subscription opens for September Sah issue at 4.80% return. Subscription opened for September's Sah savings sukuk issue, carrying a return of 4.80%. Sah is the government's retail savings product, and the rate is a useful reference for where domestic retail money is being priced against bank deposits and equities. (Argaam)
  2. CMA issues guiding manual for asset managers on investment risk. The Capital Market Authority issued a guiding manual for asset managers on gauging investment risks. It lands in the same week as the IPO data and the reported CMA review of pricing and allocation practices — part of a visible push to tighten institutional discipline across the market. (Argaam)
  3. Saudi Aramco sets Arab crude official selling prices for October. Saudi Aramco set its October official selling prices for Arab crude grades. OSPs are the clearest monthly signal of how Aramco reads Asian demand and competing supply, and they carry added weight while export routing through Hormuz remains disrupted. (Argaam)
  4. Al Rumayyan says strong governance builds trust and attracts private capital. PIF Governor Yasir Al-Rumayyan said strong governance builds trust and draws private capital. The remarks align with PIF's 2026-2030 strategy, which is built around crowding in private capital alongside fund-anchored companies rather than deploying alone. (Argaam)

ON THE GLOBAL FRONT

BlackRock sees USD 2.1 tn in GCC capex through 2030 directed at self-reliance and resilience.

BlackRock sees USD 2.1 tn in GCC capex through 2030 directed at self-reliance and resilience.

BlackRock Investment Institute expects the GCC to deploy USD 2.1 tn in capex through 2030, within a range of USD 1.6-2.5 tn, with a growing share staying in the region. More than 80% is directed away from upstream oil and gas toward energy infrastructure, industry, digital assets and social investment, driven by resilience and self-reliance goals. Existing projects are being reassessed and resequenced based on how infrastructure performed during the disruption to shipping through Hormuz and the Red Sea. Energy, resources and industry is the largest bucket at USD 735 bn, covering gas, downstream and mining including Saudi Arabia's Jafurah programme and the UAE's Ruwais industrial base. Strategic redundancy follows at USD 660 bn — the segment most reshaped by the conflict, spanning export routes, ports, power and water, illustrated by the Kingdom's East-West corridor and Oman's open-ocean ports. Digital infrastructure takes USD 323 bn, selective urban growth USD 212 bn increasingly tied to fixed-deadline events like Expo 2030 Riyadh, and human and environmental resilience USD 140 bn. BlackRock's Ben Powell said the GCC will remain a capital exporter but a growing share will fund domestic resilience, with the war acting as an accelerant to diversification already underway. Saudi Arabia has the deepest pipeline and the highest execution and financing risk, with BlackRock flagging sovereign-backed, well-funded projects as best placed to deliver, while Qatar, Kuwait and Bahrain face a narrower window where corridor dependence, debt issuance and fiscal repair matter more than scale. That distinction — sovereign-backed versus everything else — is the practical filter for where advisory and financing mandates will concentrate. "
US approves potential USD 5 bn sale of extended-range JDAMs to Saudi Arabia.

US approves potential USD 5 bn sale of extended-range JDAMs to Saudi Arabia.

The US State Department said on Friday it had approved the potential sale of Joint Direct Attack Munitions-Extended Range to Saudi Arabia for an estimated USD 5 bn, with Boeing as principal contractor. The department also approved a possible sale of AGT-1500 engines to the Kingdom for an estimated USD 750 mn, with Honeywell as principal contractor. The scale and timing matter: precision-guided munitions on this order point to sustained operational demand rather than stockpile replenishment, and the approvals sit against the Kingdom's localisation targets under Vision 2030, which aim to source half of military spending domestically — making offset and joint-venture structures the commercial question behind headline procurement of this size.
