ON THE GLOBAL FRONT

Neom Megaproject Undergoes Major Redesign and Downsizing.

Neom Megaproject Undergoes Major Redesign and Downsizing.

Saudi Crown Prince Mohammed bin Salman’s flagship initiative, Neom, is set for a substantial reduction in scale and a redesign, as a comprehensive review of the vast development nears completion. This shift follows several years marked by delays and budget overruns. According to sources familiar with the project, Prince Mohammed, who chairs Neom, now envisions a much smaller version of the original plan. This adjustment signals that Riyadh is acknowledging the shortcomings in both the overly ambitious initial vision and the communications and early construction phases associated with the project. Neom, located along Saudi Arabia’s Red Sea coastline, covers an area approximately the size of Belgium. The centerpiece of the project, The Line—a futuristic linear city concept—will be drastically scaled back as part of the new approach. Sources indicate that Neom may pivot towards becoming a hub for data centers, reflecting Prince Mohammed’s determined strategy to position the Kingdom as a leader in artificial intelligence. These changes are taking place as Riyadh faces the need to manage its financial resources amid tightening liquidity, a consequence of a decade of substantial spending and persistently low oil prices. Meanwhile, Saudi Arabia is also working to meet critical deadlines for hosting high-profile events such as Expo 2030 and the FIFA World Cup in 2034, both of which involve significant investments. Since its announcement, Neom has faced skepticism both domestically and internationally. However, those informed about the ongoing review suggest that the planned modifications demonstrate the government’s readiness to adapt and reassess its objectives. As one source noted, “It shows that the system has a capacity to adjust its goals.”
KSA starts enforcing non-Saudi real estate ownership rules.

KSA starts enforcing non-Saudi real estate ownership rules.

The Saudi Real Estate General Authority (REGA) announced on Thursday the official entry into force of the Regulation on Real Estate Ownership by non-Saudis, according to the Saudi Press Agency. The authority said applications for real estate ownership by non-Saudis will be accepted exclusively through the official digital platform, Saudi Properties, which serves as the unified portal for all related procedures. The service covers residents inside the Kingdom, non-residents, as well as non-Saudi companies and entities, in accordance with defined regulatory controls and approval mechanisms. The application process varies depending on the applicant’s category. Residents may submit application directly through the portal, while non-residents will apply through Saudi embassies abroad. The authority confirmed that the regulation permits ownership across various regions of the Kingdom. However, ownership in Makkah and Madinah will be restricted to Saudi companies and Muslim individuals, whether residing inside or outside the Kingdom. Meanwhile, the gov’t said it is preparing to define nearly 170 geographical scopes where non-Saudis may own real estate or acquire real rights across the Kingdom, according to official clarifications published on the newly launched Saudi Properties platform by REGA. The planned scopes are expected to cover ownership zones in major cities, including Riyadh and Jeddah, as well as cities and governorates across the Kingdom, with specific provisions related to Makkah and Madinah. The geographical scopes document is expected to include detailed maps identifying permitted locations, ownership percentages, types of real rights, duration of ownership permissions and regulatory controls applicable to non-Saudi owners.
