- IMF ups Saudi Arabia's 2025 GDP growth forecast to 4% as oil output rises.
The International Monetary Fund upgraded its 2025 economic growth forecast for Saudi Arabia on Tuesday due to a faster-than-expected unwinding of oil production cuts in the world's top crude exporter. In its latest World Economic Outlook, the IMF lifted its forecast for Saudi Arabia's GDP growth in 2025 to 4%, from 3% it projected in April. Growth in 2026 was revised slightly higher to 4% as well. Accelerating growth in the oil and gas exporters of the Gulf states was expected to also lift growth in the broader Middle East and Central Asia region, the IMF said, "as the effects of disruptions to oil production and shipping dissipate and the impacts of ongoing conflicts abate.".(Zawya)
ON THE GLOBAL FRONT
Saudi Arabia Eyes Rare Loan After USD 65 Bn Haul.
Saudi Arabia and state-backed entities have raised at least USD65 bn this year through debt sales, loans, and foreign direct investment. Riyadh is currently utilizing a wider range of borrowing channels to support its diversification efforts. The government is in discussions to secure approximately USD10 bn via a loan, according to reporting by Dinesh Nair, Christine Burke, and others. The Public Investment Fund has increased its borrowing activity, including issuing its first euro-denominated bond. These measures coincide with Saudi Arabia facing a projected USD65 bn budget deficit for the year, which is over double the previously estimated amount. This shortfall presents challenges in maintaining the pace of Vision 2030 as oil prices remain below the levels required for budget equilibrium. This debt-focused approach has resulted in Saudi borrowing costs exceeding those of neighboring Gulf countries such as Abu Dhabi and Qatar, as well as some lower-rated countries like Indonesia, according to Zeina Rizk, co-head of fixed income at Amwal Capital Partners. The equity market also faces difficulties, with the kingdom’s stock market performing poorly compared to the region, influenced by concerns that lower oil prices could affect government expenditure. Due to subdued valuations and fewer listings, the Public Investment Fund has delayed several planned share sales, potentially restricting one source of funding. Companies including Saudi Global Ports, Saudi Tabreed District Cooling, Nupco, and Saudi Information Technology were scheduled for initial public offerings under the PIF’s “capital recycling” initiative. At least one company, Saudi Global Ports, was originally expected to list this year; however, some IPOs may now occur in 2026. The USD1 trillion wealth fund is monitoring market sentiment before proceeding with further sales. Its most recent transaction was a USD1 bn sale of shares in Saudi Telecom last November.
JPMorgan Becomes Latest Wall Street Bank to Get Saudi HQ License.
JPMorgan Chase & Co. has secured a regional headquarters license in Saudi Arabia, allowing the US lender to expand its on-the-ground operations in the kingdom as authorities push multinationals to set up bigger bases in Riyadh. JPMorgan’s operations in Saudi Arabia and the United Arab Emirates will continue to report into the bank’s hub for Europe, the Middle East and Africa in London, a person familiar with the matter said. The bank has deep ties with Riyadh, and last month underwrote a USD20 bn debt facility to help investors including Saudi Arabia’s Public Investment Fund take Electronic Arts Inc. private in a USD55 bn deal. JPMorgan Chief Executive Officer Jamie Dimon is among executives that attend the kingdom’s annual investment confab, the latest edition of which kicks off this month in Riyadh. The firm joins several international financial giants including Goldman Sachs Group Inc., Citigroup Inc., Morgan Stanley and Blackrock Inc. in obtaining a license, part of Saudi Arabia’s effort to attract foreign firms by linking government contracts to having local headquarters.
