Jay Powell says ‘time has come’ for US interest rate cuts

Jay Powell has signalled he is ready to cut US interest rates in September, as he warned that “downside risks” to the labour market had increased. “The time has come for policy to adjust,” the Federal Reserve chair said in a hotly anticipated speech in Jackson Hole, Wyoming, on Friday. “The direction of travel is clear, and the timing and pace of rate cuts will depend on incoming data, the evolving outlook, and the balance of risks.” US Treasuries rallied and the dollar fell as investors bet on larger Fed rate cuts this year. Powell said the Fed would do “everything we can to support a strong labour market as we make further progress towards price stability”. In comments that buoyed stock markets, he warned that “the upside risks to inflation have diminished, and the downside risks to employment have increased”. The Fed next votes in mid-September, six weeks before the US presidential election. The economy, inflation and high borrowing costs have been major concerns for American voters, damaging President Joe Biden’s approval ratings. Markets are now pricing in a roughly 35% probability of a larger than usual half percentage point rate cut next month, compared with around 28% before Powell spoke.

IMF external sector report reflects receding imbalances

IMF external sector report reflects receding imbalances
The IMF’s annual assessment of external positions of 30 major economies (~90% of global GDP) found that net capital inflows to EM recovered in 2023 from 2022, but remain in negative territory. The global current account balance narrowed as outsized surpluses post-pandemic eased. While the report forecasts a continued narrowing as current account deficit countries fiscally consolidate and commodity prices further moderate, risks are plentiful amid varied execution of fiscal consolidation and geopolitical fragmentation and conflicts. Differentiation across countries resulted in mixed FX trends last year while the Fund determined that ten economies’ external positions were stronger in 2023 than medium term fundamentals (ex: India, Malaysia, Mexico) and nine countries had weaker external positions than medium term fundamentals implied (ex: Argentina, Turkey, Saudi Arabia). From a 2023 REER valuation perspective, the Fund assessed the USD as overvalued. It is expected that the reports relatively sanguine assessment of global external balances as neutral to constructive for EM, particularly amid prospects for gradual normalization of U.S. interest rates. With this being said, the report highlighted risks, such as commodity price fluctuations, geopolitical volatility, and inconsistent policy implementation, still need detailed country-specific analyses to adequately identify winners and losers.
A French Bank Like No Other in Europe Seeks to Export Its Model

A French Bank Like No Other in Europe Seeks to Export Its Model

Bpifrance is a bank like no other in Europe. The French lender has made more than EUR 50 bn (USD 56 bn) in loans to small and mid-sized businesses and has EUR 52 bn in stakes in almost 1,000 companies. It has backed everything from a startup wanting to take tourists to the edge of space in balloons and a chain of trendy Parisian nightspots to the automotive giant Stellantis NV. A force to reckon with on French deals for M&A advisers like Goldman Sachs Group Inc. and JPMorgan Chase & Co., it has lured away bankers from firms like UBS Group AG and Rothschild & Co. Its role currently in the midst of two high-profile leveraged buyouts places it yet again at the heart of French corporate transactions. No other European country has an agency quite like Bpifrance: a for-profit, state-owned merchant bank with a mandate to foster national champions. Its wide-ranging lending activities are financed largely by borrowings guaranteed by its ultimate backer: the French taxpayer. And for all the political turmoil at the moment in France, its interventionist policies are likely to find favor no matter which coalition — from the left or the right — ends up forming a new government.

Canada to hit China with tariffs on electric vehicles, steel

Canada to hit China with tariffs on electric vehicles, steel
Canada will impose new tariffs on Chinese-made electric vehicles, aluminum and steel, lining up behind western allies and bending to pressure to protect domestic manufacturers. The government plans to announce a 100% levy on electric cars and 25% on steel and aluminum, according to people familiar with the matter, speaking on condition they not be identified because the matter is still private. Prime Minister Justin Trudeau is expected to unveil the policy in Halifax, Nova Scotia, where he’s gathered with the rest of his cabinet for a series of meetings about the economy and foreign relations. Canada, an export-driven economy that relies heavily on trade with the US, has been closely watching moves by the Biden administration to erect a much higher tariff wall against Chinese EVs, batteries, solar cells, steel and other products. Canada’s auto sector is heavily integrated with that of its closest neighbor: The vast majority of its light vehicle production — which was 1.5 million units last year — is exported to the US. The value of Chinese electric vehicles imported by Canada surged to CAD 2.2 bn (USD 1.6 bn) last year, from less than CAD 100 mn in 2022, according to data from Statistics Canada. The number of cars arriving from China at the port of Vancouver jumped after Tesla Inc. started shipping Model Y vehicles there from its Shanghai factory. However, the Canadian government’s main concern isn’t Tesla, but the prospect of cheap cars made by Chinese automakers eventually becoming available. BYD informed the Canadian government in July that it intends to lobby lawmakers and officials about its plans to enter the country.
