“Good morning, people of Saudi Arabia! Welcome to Zilla Capital’s Kingdom Pulse.

  1. CEDA reviews Q2 budget performance amid global uncertainty. The Council of Economic and Development Affairs reviewed a Ministry of Finance report on the performance of the state budget for the second quarter of fiscal 2026, covering revenues, expenditures and public debt levels, alongside a briefing on global economic developments and their bearing on the national economy. The report pointed to the strength of the Kingdom's financial position, continued diversification of the economic base and proactive fiscal policies that have sustained economic and social development despite global economic and geopolitical shifts. The review lands the same week as GASTAT's flash estimate of a 4.8% Y-o-Y contraction in 2Q GDP, driven by a sharp fall in oil activity, with non-oil output still expanding — leaving fiscal management, rather than headline GDP, as the more meaningful read on the Kingdom's position. 2. Details issued of updated State Revenues Law. The updated State Revenues Law establishes a unified legal framework for estimating, collecting and managing public revenues across government entities, broadening the definition of state revenues to include income from natural resources and national assets, fees, taxes, privatisation proceeds, public-private partnership returns, state asset sales and leases, financing and investment returns, fines, grants, endowment income and zakat funds. The Ministry of Finance is authorised to prepare revenue forecasts covering up to ten fiscal years using data submitted by government entities, and to revise projections as economic conditions change. Entities must collect revenues within prescribed timeframes and transfer receipts to the ministry's account at the Saudi Central Bank, notify debtors on the first working day after a payment falls overdue, and begin recovery proceedings if a debt remains unpaid after 45 working days. Finance Minister Mohammed Al-Jadaan said the framework would help government entities improve revenue management and support more effective financial planning. The ten-year forecasting horizon is the substantive change for issuers and advisors: it extends the official revenue visibility underpinning medium-term fiscal planning and sovereign debt issuance. 3. Economic substance rules set the compliance bar for special economic zone investors. The economic substance requirements applicable to investors in the Kingdom's special economic zones set out operational, management and employee tests that entities must meet to demonstrate genuine activity within a zone, including maintaining premises and assets suitable for the qualified activities and employing an adequate number of full-time staff physically present in the zone during the year, with additional obligations for intellectual property activities. For IP-holding entities, at least 50% of the directors managing the activities must be resident in the Kingdom, and a business plan supporting the commercial rationale for holding the assets in the zone is required, with compliance to be met annually from the first financial year. The four zones — King Abdullah Economic City, Ras Al-Khair, Jazan and Cloud Computing — carry withholding tax and zakat exemptions, customs duty suspensions and a 0% VAT rate under defined conditions. The framework signals that the Kingdom is pricing its zone incentives against real operational presence rather than registration alone, a material consideration for multinationals reviewing holding structures. 4. Saudi Arabia and Oman sign strategic deal to launch overland logistics corridor. The Ministry of Transport and Logistic Services announced the signing of a strategic partnership agreement to launch an overland logistics corridor connecting the Kingdom with the Sultanate of Oman, in the presence of Deputy Minister for Supply Chain, Logistics and Mobility Mousa Albarqi. The agreement was signed between Oman-based Arkan Logistics and Saudi Arabia's SPARK Logistics, and targets higher transit traffic, improved supply chain efficiency and seamless movement of goods between the two countries. The corridor extends the Kingdom's push to convert its geography into transit revenue under the National Transport and Logistics Strategy, and adds an overland alternative at a moment when regional maritime routes remain exposed to elevated freight costs and security risk. 1. Red Sea International files with CMA for 58% capital increase via rights issue. Red Sea International submitted an application to the Capital Market Authority to raise its capital by 58% through a rights issue. A rights issue gives existing shareholders priority to subscribe to new shares in proportion to their holdings, and remains the primary route for Tadawul-listed companies seeking equity funding without diluting control. The filing adds to an active period for the Kingdom's primary market, where issuers have leaned on rights offerings and capital restructurings to fund expansion and repair balance sheets — a pipeline that continues to broaden the advisory opportunity set for Saudi and regional investment banks. (Tadawul / Argaam)
  2. ACWA Power says geopolitical tensions are delaying financial closings and weighing on profits. ACWA Power said geopolitical tensions have delayed financial closings and weighed on profitability. Financial close is the point at which project financing becomes legally binding and drawdown can begin, and delays push back the recognition of development income that flows through the developer's results. The commentary is one of the clearer corporate read-throughs on how regional risk premia are translating into project timelines across the Kingdom's power and water pipeline, with implications for the pace of capital deployment into the utility-scale renewables programme. (Argaam)
  3. Tasnee posts SAR 889mn loss in H1 2026. National Industrialization Company (Tasnee) reported a net loss of SAR 889mn for the first half of 2026, including a SAR 547.8mn loss in the second quarter. The widening quarterly loss keeps Tasnee among the weakest performers in the local industrial complex, where producers continue to face compressed product spreads and elevated feedstock costs following the Aramco feedstock and fuel price adjustments applied from the start of the year. The result contrasts with the upstream strength reported across the energy chain in the same reporting season, underlining how unevenly the current oil price environment is distributing through the Kingdom's listed value chain. (Tadawul / Argaam)
  4. Fire at Aramco facility in Jazan extinguished. The Ministry of Energy said a fire at a Saudi Aramco facility in Jazan had been extinguished. Jazan hosts one of the Kingdom's largest downstream complexes, integrating refining, gasification and power generation on the Red Sea coast, and its position on the western seaboard has taken on added strategic weight as Aramco has routed volumes westward through the East-West pipeline network amid reduced Hormuz traffic. No disruption to operations or supply flows was reported. (Ministry of Energy / Argaam)

ON THE GLOBAL FRONT

RSGT weighs bid for 25-year Cape Town port concession.

RSGT weighs bid for 25-year Cape Town port concession.

Red Sea Gateway Terminal, Saudi Arabia's first privately funded terminal operator and the operator of the Kingdom's largest container terminal, is evaluating a bid for a 25-year concession to refurbish and run a terminal at the Port of Cape Town. Transnet National Ports Authority has issued a request for proposals for a new private operator of the Duncan Dock Precinct — one of two multipurpose terminals at the port, currently held under a lease expiring next year — as it seeks to lift cargo-handling capacity and modernise infrastructure for growing container, dry-bulk and break-bulk volumes. RSGT, part-owned by the Public Investment Fund, attended a prospective bidders' meeting in Cape Town on Thursday to assess participation, according to its director of global investments Gagan Seksaria, and has previously looked at a fresh-produce terminal at the Port of Durban. Bids close on 20 November. The tender is part of Transnet's effort to turn around a port ranked the world's worst performer last year by the World Bank and S&P Global, and the approach fits a wider pattern of Gulf capital flowing into African logistics — more than USD100bn deployed across the continent over the past decade, with UAE-based DP World expanding Maputo Port in Mozambique and building the DRC's first deep-water port. For Saudi operators, African terminal concessions offer long-dated, inflation-linked infrastructure exposure and a way to extend the Kingdom's logistics footprint along trade lanes feeding its own Red Sea gateways. Saudi Arabia, Turkey and Pakistan sign defence pact in Mecca.

Saudi Arabia, Turkey and Pakistan sign defence pact in Mecca.

Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdoğan and Pakistani Prime Minister Shehbaz Sharif signed a defence agreement in Mecca on Friday, with Pakistan's army chief Field Marshal Asim Munir also attending. Pakistan's foreign ministry said the pact strengthens collective deterrence against aggression and treats an armed attack on any of the three states as an attack on all. Riyadh said the arrangement is not intended to create a military axis or sectarian bloc and is unconnected to nuclear ambitions or an arms race, while a Turkish official described it as defensive in nature, not aimed at any specific actor, and open to other regional states joining later. Those briefed on the deal said it resembles the mutual defence pact Saudi Arabia agreed with Pakistan last September, under which Islamabad deployed fighter jets and a Chinese-made air-defence system to a Saudi air base in April. The signing follows the Houthis' resumption of missile and drone attacks on the Kingdom after a four-year truce, a declared blockade of Saudi ports and threats to the Bab al-Mandab Strait — the corridor that has carried a growing share of Saudi crude to Asia since the closure of Hormuz. The economic read-through runs through freight and insurance costs, export routing and the risk premium embedded in Saudi assets: the same conditions cited by S&P Global's PMI panel for constrained export performance and by ACWA Power for delayed financial closings. Ankara is also seeking to expand defence exports to the Gulf, and the alliance pairs Saudi capital with Turkish and Pakistani defence production — a channel that aligns with localisation targets under Vision 2030, where Saudi Arabia is working to source half its military spending domestically. 1.
