MMT: S&P raised its Oman growth forecast to 3.5% for 2026 on higher oil output and stronger energy prices

MENA Morning Talks

MACRO

  1. S&P raised its Oman growth forecast to 3.5% for 2026. The agency lifted its real GDP projection from 1.6% on higher oil production, stronger energy prices and increased trade and logistics activity, after affirming Oman's BBB- long-term and A-3 short-term sovereign ratings with a stable outlook on Friday. It noted Oman's hydrocarbon exports do not rely on the Strait of Hormuz, allowing unobstructed shipment through ports with direct Arabian Sea access, and expects average daily oil production to rise to 1.1 mn bpd in 2026 from 1.03 mn bpd, reaching 1.2 mn bpd over 2027-2029. Non-oil activity grew about 1.3% year on year in 1H 2026, with cargo volumes at Salalah and Sohar up roughly 15% and 52%. S&P now sees a fiscal surplus of 4.8% of GDP in 2026 against a previously forecast 0.7% deficit, a 2.2% surplus in 2027, a current account surplus of 3.5% of GDP on export flows rising about 35%, and gross government debt stabilising just below 30% of GDP by 2029 from around 32% in 2025 and a post-pandemic peak of 68%. 2. GCC tourism's total economic value reached USD 254.7 bn in 2025. The direct and indirect economic value of the sector across the Gulf compares with USD 11.7 tn globally, with tourism-related jobs reaching around 4.5 mn against roughly 371 mn worldwide, according to a GCC Statistical Centre report. Average progress towards the six objectives of the Gulf Tourism Strategy 2022-2030 reached about 73.8% by 2025: inbound visitors hit 89.9 mn, or 69.9% of the 128.7 mn target, inbound spending reached USD 131.9 bn against a USD 188 bn target, domestic spending reached USD 42.9 bn or 87.6% of target, direct travel and tourism GDP reached USD 101.7 bn, the sector's GDP contribution rose to 4.6% against a 6.5% target, and direct employment reached 2.2 mn jobs. The GCC's share of total international tourism stood at 5% in 2025 and 6.9% of global tourism receipts, while Gulf states occupy the top six Arab positions for passport strength in the Henley Passport Index 2026. 3. Saudi crude exports jumped 80% in September to their highest since the war began. The Kingdom exported roughly 6 mn barrels per day, bringing shipments back close to the monthly average recorded in 2025, according to Kpler data reported by Al Arabiya. The increase came despite the precautionary closure of the East-West pipeline this month, with Riyadh redirecting part of its exports through the Strait of Hormuz after the US military opened a shipping lane along the Omani coast. Oil exports through Hormuz averaged about 13.2 mn bpd over seven days through last Wednesday, against around 17 mn bpd before the war disrupted shipping. Aramco CEO Amin Nasser said last week the company has the operational flexibility and logistical capability to meet customer commitments despite the turmoil, telling Nikkei Asia that the East-West pipeline is a multi-phase system rather than a single line, and that Aramco continues to explore additional export routes and expand storage capacity outside the Kingdom. 4. Madbouly and the CBE governor discussed inflation and FX inflows. The prime minister met Central Bank of Egypt Governor Hassan Abdalla to review key economic issues and measures to strengthen financial and monetary stability, according to a statement. Talks covered coordination between the government and the central bank on developing the national economic transformation programme, with a focus on curbing inflation and increasing FX inflows to maintain adequate reserves and secure strategic commodity needs. Both sides also reviewed efforts to strengthen strategic stocks of essential goods and key performance indicators. This is the second such meeting in as many weeks: the transformation programme is the government's plan to guide macroeconomic policy once the IMF programme expires at the end of this year, and strategic commodity stocks have become a recurring theme amid rising global oil and wheat prices. M&As

  1. Australia's largest gold miner rejected a USD 27.1 bn takeover offer. Northern Star Resources said on Monday it had considered and rejected a cash-and-share bid from South African rival Gold Fields valuing it at AUD 38.7 bn. The company said the offer failed to reflect the underlying value of its portfolio and growth options and was highly opportunistic, coming ahead of a new project starting operations and the arrival next month of Suresh Vadnagra, a former Glencore and Newcrest Mining executive, as chief executive. Chairman Michael Chaney said Gold Fields sought to acquire one of the world's premier gold portfolios at a price well below what the board considers its underlying value, adding that the share component carried materially higher jurisdictional risk. The bid implied AUD 27 per share based on Gold Fields' 11 September close, a 22% premium. Northern Star, under pressure from Elliott Investment Management to consider a sale, asset divestments and board changes, told the bidder it will not enter further discussions, and its shares jumped as much as 11% in Sydney to AUD 24.46. (Bloomberg)

  2. At least eight foreign banks have signalled merger interest in UBS. Several major foreign lenders have expressed interest in a possible merger or combination with the Swiss bank, Blick reported on Sunday citing an insider, with UBS saying it does not comment on speculation. The report follows Switzerland's upper house voting on Wednesday in favour of tougher capital rules that UBS estimates could require it to hold about USD 18 bn in additional capital, after chairman Colm Kelleher warned ahead of the vote that the bank could rethink its Swiss base if the rules were too harsh. Semafor reported on Friday that management had revived discussions on reducing its exposure to Swiss regulation, including through a possible combination with a foreign bank. Swiss Finance Minister Karin Keller-Sutter said over the weekend that a departure was unlikely, as it would be more expensive than the new capital rules and legally complicated. (Reuters)

  3. Silah Gulf completed its acquisition of a BBK subsidiary. The Bahrain Bourse-listed company said it has closed the acquisition of Invita, a subsidiary of Bank of Bahrain and Kuwait, after fully satisfying all regulatory and compliance requirements and obtaining the necessary approvals, according to a disclosure to the exchange. Silah Gulf announced the share purchase agreement for the full acquisition in July 2026, with completion then subject to a no-objection from the Central Bank of Bahrain. (Mubasher)

  4. Germany's Knauf is moving to full ownership of Saudi Arabia's United Mining Industries. The company offered around SAR 293.5 mn in cash for the remaining publicly held shares, buying roughly 5.15 mn shares at SAR 57 each — the same price it paid in May 2026 for a controlling 63.2% stake from Al Muajil Trading & Contracting, Abdulkadir Al Muhaidib & Sons and Rashed Development for SAR 504.5 mn, taking the total for 100% to about SAR 798 mn. The offer price is a 26.7% premium to the share price before the private deal was announced and 2.7% above the 24 September close of SAR 55.50. Analyst Abdulaziz Khuraish described it as a first for the Saudi market: a foreign strategic investor buying out major shareholders, then bidding for the remaining free float to delist the company from the parallel market, Nomu. Beyond the stake, United Mining gives Knauf an existing manufacturing base in the Kingdom — production assets, sales channels, a brand and a new gypsum board line — which it sees as a platform to lift capacity and expand into regional markets. The acceptance period runs from 27 September to 4 November, with settlement on 18 November and completion expected to be announced on 19 November. (Asharq Bloomberg)

INVESTMENTS

  1. The Abu Dhabi Investment Council backed AI infrastructure firm Nscale's USD 3.3 bn pre-IPO round. Adic was among the investors lining up to fund the London-headquartered company through convertible loans, in a raise structured as an initial USD 2.36 bn tranche followed by a USD 1 bn commitment from Nvidia arriving in mid-November. The loan notes automatically convert into equity once Nscale completes an IPO, with Nvidia receiving non-voting shares. Third Point led the round, with Apollo-managed funds, Citadel, Hudson Bay Capital and Davidson Kempner Capital also taking part. The money supports Nscale's buildout across the AI stack, including behind-the-meter power plants, liquid-cooled data centres and GPU clusters, with the company citing more than USD 103 bn in total contracted value. AI infrastructure has become a central pillar of Abu Dhabi's wider investment strategy. (Nscale)

  2. Egypt is targeting greater global investment in its mining sector. Petroleum and Mineral Resources Minister Karim Badawi affirmed the country's commitment to an attractive investment environment for mining, speaking at the High-Level Ministerial and CEO Roundtable ahead of the fifth Egypt Mining Forum. He stressed the need for stronger cooperation between governments and investors, clear national frameworks and greater use of international expertise, and emphasised attracting key industry players across exploration, production and long-term development. AngloGold Ashanti Egypt head Hoda Mansour said recent amendments to Egypt's mining law have boosted investor confidence, while urging greater access to geological data to lower entry barriers for smaller companies. Tanzania's minerals minister Anthony Mavunde outlined plans to shift from exporting raw minerals to integrated processing and refining, and to expand high-resolution geological surveys from 16% of national territory to 100% by 2030 to reduce exploration risk for nickel, graphite and rare earths. Kenya's Hassan Joho called for coordinated mining policies across Africa. (Arab Finance)

  3. Egypt's Urban Development Fund recorded EGP 6 bn in sales since the start of 2026. The fund is targeting a further EGP 3 bn by year-end and the delivery of around 10,000 housing units during 2027, chairperson Khaled Seddik said. It is preparing the second phase of its land offering, with about 14 plots of two to five feddans each, plus a 185-feddan plot in Kafr El-Sheikh and another in Mahalla. The UDF holds a portfolio of 24 projects across 13 governorates and is accelerating delivery after completing much of the infrastructure and utility work. At the Fustat project, which includes around 450 hotel units and 158 serviced apartments, first handovers at Fustat View are targeted for early 2027, with customers affected by building delays offered transfers to other units or full refunds without deductions. The El-Shorbagy Hotel in Downtown Cairo, comprising 36 units, has assigned its management to an operator. The fund is also pushing sales to Egyptians abroad, having held two overseas exhibitions and opened talks with the Foreign Ministry on using embassies to promote its units. (Daily News Egypt)

  4. Egypt signed an MoU with the Libya Reconstruction and Development Fund on electricity and renewables. The agreement covers grid development and capacity upgrades, renewable energy project implementation, and technical integration to support Libya's urban expansion and reconstruction, and was signed during Electricity Minister Mahmoud Esmat's visit to Benghazi, where he met the fund's director general Belqasem Haftar. The two countries are deepening energy and construction ties: talks resumed in January on scaling the electricity interconnection from 150 MW to 2 GW, a link needed to unlock billions of dollars in Egyptian-led reconstruction in Benghazi and Derna, where projects have been held back by a fragmented grid. A cascading blackout knocked 1.35 GW offline in July, triggering 70 MW of emergency exports, and export capacity has since risen 43% to 100 MW. Egyptian contractors including Arab Contractors and Orascom Construction are scaling into a reconstruction market estimated at USD 200 bn. (Libya Reconstruction and Development Fund)

GEOPOLITICAL

  1. Schools in Riyadh shifted to remote learning for one week. In-person classes have been suspended for students and teaching and administrative staff, with learning moving to the Madrasati platform. No official explanation was given for the move, which comes amid rising geopolitical tensions. No material financial impact is expected at this stage on listed school operators including Ataa, NCLE and Almasar Alshamil. (Gulf News)

  2. Iran insisted on a diplomatic solution after Trump rejected its Hormuz proposal. Foreign Minister Abbas Araqchi said Tehran's conditions are clear, any move toward reopening the Strait of Hormuz is contingent on them being met, and only a negotiated solution can break the deadlock. Iran announced the proposal at the UN General Assembly via Qatari mediators, which Araqchi said would trigger a seven-day countdown to reopening the strait and a pause in regional fighting. Trump said desperation was driving Tehran's push, though he told Axios he expects more talks this week, while US envoy to the UN Mike Waltz said the plan was rejected because it demanded immediate sanctions relief and the release of frozen assets. (Reuters)

  3. King Mohammed VI said any attack on Saudi Arabia is an attack on Morocco. In two messages to King Salman and Crown Prince Mohammed bin Salman, the Moroccan monarch reaffirmed firm support for Saudi Arabia's security, sovereignty and stability, condemning Houthi attacks on civilian and economic facilities, infrastructure and populated areas, and saying attempts to target Makkah and Madinah had intensified Morocco's condemnation. He held the Houthis and those financing and arming them responsible, called the security of Saudi Arabia and the GCC inseparable from Morocco's own, and said the attacks threatened vital maritime corridors and violated UN Security Council Resolutions 2216 and 2722. (Saudi Gazette)

  4. Medicines are running short in Iran under the US blockade. Pharmacists warn that imports have become increasingly difficult, with the US blockading Iran's southern ports — the main corridor for medicine imports — while sanctions on airline service providers have cancelled flights that also carry supplies, and several pharmaceutical factories were hit during the bombing campaign. The Iranian Pharmacists Association says around 60 medicines for life-threatening diseases are in short supply, with no raw materials, medicines or equipment entering by sea during the blockade. Washington says medicine is exempt from sanctions, but Iran's health minister said restrictions on currency transfers and shipments impede supply, and international banks are increasingly wary of Iranian transactions even when exempt. With annual inflation at 90% and subsidised foreign currency for most medicines withdrawn in March, drug prices have risen between 150% and 500%. (Financial Times)
