MACRO
- Saudi Arabia resumed Yanbu oil loadings after restarting the East-West Pipeline.
Aramco notified customers on Monday evening of its October loading schedule from the Red Sea port, with one Asian refiner having already lifted a cargo late last week, according to trade sources and shipping data. European Space Agency satellite imagery captured over the Red Sea on 27 September showed nearly 10 mn barrels being loaded at Yanbu and Al Muajjiz, TankerTrackers.com said. Pipeline throughput is running at roughly 2-2.65 mbpd on industry and Kpler estimates, far short of the line’s 7 mbpd capacity, though Kpler expects it to climb to 3-4 mbpd in the coming days. The resumption weighed on oil prices on Monday as it added to signs of heavier Middle East flows. Despite the production hit, the Kingdom ended up selling more oil in September than at any point during the war by drawing on stockpiles, which should leave fiscal revenues largely intact and possibly boosted given higher prices and volumes; GDP, though, may take a further dent in 3Q once the production drop is accounted for. - Egypt and the UAE renewed a USD 1.36 bn currency swap agreement for five years.
The CBE and CBUAE renewed the AED 5 bn facility, equivalent to about EGP 69 bn, for a five-year term aimed at deepening trade ties and financial cooperation, the UAE central bank said on Tuesday. The two countries first struck a swap of the same size in September 2023. The renewal was signed at CBUAE headquarters by governors Khaled Mohamed Balama and Hassan Abdalla. It comes as no surprise, with the base case being that Arab Gulf allies sustain their support for the Egyptian economy. The same logic applies to roughly USD 16 bn of GCC deposits placed with the CBE, which are expected to be rolled over: USD 2 bn matures this month and a further USD 5.3 bn of Saudi deposits comes due in October. The UAE also runs AED 20 bn swap lines with Bahrain and AED 18 bn arrangements with China and Turkey. (CBUAE, Ahram Online, The National)
- The CBE launched a full licensing and supervisory framework for credit guarantee companies.
The new rules establish binding prudential ratios, formal licensing and ownership limits, completing a transition first set in motion by the 2020 Banking Law. The framework moves credit guarantee companies from a contractual model to a regulated activity six years after Law 194/2020 first brought them under the central bank’s remit. (CBE, EnterpriseAM)
- The EBRD trimmed its MENA growth outlook on Hormuz and the war, but lifted Morocco and Tunisia.
The bank cut its forecasts for the region it covers in its September Regional Economic Prospects report, with the downgrades driven by the conflict and the disruption to the Strait of Hormuz, while raising projections for Morocco and Tunisia on the end of the drought. The split captures the year’s defining divide: energy-exposed economies absorbing the cost of a closed waterway, and North African markets recovering on rainfall rather than geopolitics. (EBRD)
M&As
- Aldar and Arada signed an AED 15 bn partnership for new Abu Dhabi projects.
The two developers teamed up to build housing projects on Yas Island and at Seih Sdeirah, in a deal worth about USD 4 bn that marks Sharjah-based Arada’s entry into Abu Dhabi as it continues expanding across the UAE. The partnership pairs a masterplan joint venture creating a mixed-use community of up to 1.5 mn sqm at Seih Sdeirah on the Abu Dhabi-Dubai border with Arada’s acquisition of three residential plots on Yas Island covering more than 27,500 sqm, including two canal-facing sites. Arada holds projects valued at AED 130 bn globally and a portfolio of more than 55,000 homes across the UAE, the UK and Australia, while Aldar’s group development backlog stood at AED 71.6 bn at the end of June, including AED 59.9 bn in the UAE that it expects to feed revenue recognition over the next two to three years. (The National)
- Aramco tapped Evercore to advise on a potential gas carve-out.
The mandate follows the state oil giant’s move to carve out a standalone gas unit that could eventually be minority-listed. The reorganisation pulls gas out of Aramco’s upstream and downstream businesses and gives the new unit its own president, creating a dedicated platform to develop domestic gas, expand overseas LNG and explore capital-raising options including further lease-and-leaseback agreements. A ring-fenced asset lets Aramco open the business to outside investors without exposing its core upstream oil operations, a model Gulf national oil companies have used repeatedly. Aramco already ran the playbook at Jafurah, where a BlackRock GIP-led consortium invested USD 11 bn in gas-processing infrastructure through a lease-and-leaseback, with Aramco retaining 51% of Jafurah Midstream Gas Company. (Reuters, EnterpriseAM)
- L’imad issued a mandatory acquisition notice for the last 1.07% of AD Ports.
The sovereign investor moved to take over the remaining stake via ADQ after recently lifting its holding to 98.93%, according to an ADX disclosure. The buyout settled two weeks ahead of schedule, with the 9 October deadline brought forward to 25 September. ADQ, acting through L’imad Holding, is now above the 90%-plus-one-share threshold that triggers a squeeze-out under Abu Dhabi’s M&A rules, and the compulsory acquisition covers all shares not already held by the acquirer, to be followed by a challenge period after which a delisting is likely. (EnterpriseAM)
- Maridive & Oil Services opened its books to the Arab Energy Fund ahead of a potential acquisition.
The offshore services group has begun due diligence with the multilateral energy lender, in an early step toward a possible transaction. Terms, structure and timing have not been disclosed. (EnterpriseAM)
INVESTMENTS
- A PIF-backed developer is weighing a USD 5.6 bn project within Mecca’s King Salman Gate.
Rua AlHaram AlMakki is assessing the SAR 21 bn development alongside Malaysian Resources Corporation Berhad, the Saudi Press Agency reported. The proposed project includes a public bus station along with residential, commercial, retail and other mixed-use components. Rua AlHaram AlMakki launched the King Salman Gate project in October 2025, and the statement framed the partnership as paving the way for private-sector participation and foreign investment in real estate projects across the Kingdom. (AGBI, SPA)
- Arabian Drilling secured a SAR 2 bn four-year offshore rig contract from KJO.
The contract covers four high-specification offshore jack-up rigs for Khafji Joint Operations, is expected to contribute to revenues from 4Q26, takes total backlog to a record of around SAR 18 bn, and increases the number of Arabian Drilling rigs operating under KJO contracts by 200%. On a back-of-the-envelope basis the contract implies a day rate of USD 91k per rig, a discount to the rates the company typically secures offshore, though it has been offering rate discounts to lift offshore utilisation and earnings visibility — important given its operating leverage to the offshore segment, where losses were recently booked on weak fleet utilisation. (Company disclosure)
- Alkhorayef Water and Power won a SAR 80 mn contract at King Fahad International Airport.
Dammam Airports Company awarded the 18-month contract, excluding VAT, for the rehabilitation of water infrastructure covering design, construction, supply, installation, replacement, rehabilitation and integration of water and wastewater systems including pumps, storage tanks, RO facilities, piping, electrical and instrumentation works. The financial impact is expected to commence in 4Q26 following execution of the final agreement. The award marks the company’s first disclosed contract with Dammam Airports Company, expanding its airport client base beyond Jeddah, and marks a return to EPC awards after a 2026 dominated by O&M wins — replenishment across both lines that should reinforce medium-term earnings visibility. (Company disclosure)
- Ankh and Red Sea Resources are tapping Canada’s TSX to fund an exploration drive.
The two miners are heading for listings on the Toronto exchange to finance expanded exploration work. The route reflects a broader pattern of Egypt-focused explorers looking to specialist mining capital markets abroad rather than the EGX, where the investor base for early-stage resource plays remains thin. (EnterpriseAM)
GEOPOLITICAL
- Iran insisted on a diplomatic solution after Trump rejected its Hormuz ceasefire proposal.
Foreign Minister Abbas Araqchi said Tehran’s conditions are clear, that any move toward reopening the Strait of Hormuz is contingent on them being met, and that only a negotiated solution can break the deadlock. Iran announced the proposal at the UN General Assembly via Qatari mediators; Araqchi said it would trigger a seven-day countdown to reopening the strait and a pause in regional fighting. Trump said desperation was driving Tehran’s push, though he told Axios he expects more talks this week, while US envoy to the UN Mike Waltz said the plan was rejected because it demanded immediate sanctions relief and the release of frozen assets. Talks have since turned to whether a sequenced reopening could work. (Reuters, EnterpriseAM)
- The US is withdrawing its forces from Iraq as the regional balance of power shifts toward Iran.
The drawdown marks a significant repositioning in a country that has been a recurring flashpoint since hostilities began, according to the Washington Post. It matters for regional energy logistics: drone attacks launched from Iraqi territory were blamed for the strike that took Saudi Arabia’s East-West Pipeline offline earlier this month. Separately, the Pentagon quietly added 29 US sailors and eight Marines to its tally of personnel wounded since the start of hostilities, taking the total to 861. (Washington Post)
- Morocco’s King appointed Fatima Ezzahra El Mansouri as the country’s first woman prime minister.
King Mohammed VI named El Mansouri on Tuesday after her party came out on top in the 23 September parliamentary election, the Royal Palace said. A lawyer who served as housing minister in the outgoing government and as mayor of Marrakech, she will lead talks to form a coalition. Her Authenticity and Modernity Party won 97 seats, followed by the liberal-centrist National Rally of Independents with 66 and the conservative nationalist Istiqlal with 65. PAM had ruled out staying in coalition with the RNI during the campaign after the two traded blame over policy shortcomings including a failure to halt food price rises, though El Mansouri recently said she would have no red lines in negotiations. Former PM Abdelilah Benkirane said his Islamist PJD, which won 54 seats, would stay in opposition. The nomination of a PAM member is in line with the constitution and comes as no surprise; a coalition among the non-Islamist parties is the likely outcome, with broadly the same policies continuing and a focus on infrastructure spending to boost the economy and prepare for the 2030 FIFA World Cup, which Morocco co-hosts with Spain and Portugal. The incoming government’s main challenge is managing the latest inflation wave, which has likely deepened social pressures. (Reuters)
- A Flydubai flight to Tel Aviv was diverted to Saudi Arabia after an onboard altercation.
Israeli warplanes were scrambled after an emergency signal raised fears of a hijacking, and the jet, carrying 180 passengers, landed safely in Tabuk. The pilots had had an altercation. The episode underlines how thin the margin for error has become on regional air corridors, where a routine incident now draws a military response. (Washington Post)
